Bright bands are a radar artifact that result when frozen particles pass through the melting layer and become partially melted. A shell of water forms around the frozen particle. The combined effect of the dielectric constant of water and the size of the ice particle causes the apparent reflectivity to be very high, relative to the completely frozen particles above and the completely melted particles below. They are particularly apparent in RHI scans.
